Who is CEBCO
The County Employee Benefit Consortium of Ohio
CEBCO is the product of The County Commissioners Association of Ohio (CCAO), developed for Ohio counties in response to a need for stability and cost containment in employee benefits. Founded in 1880, CCAO represents 88 counties working together for a common goal of cost efficient, quality governance to ensure that Ohio’s counties remain strong. As of 2026, CEBCO serves 48 of the 88 with group purchasing and superior programs in health insurance and wellness advocacy. In addition to CEBCO, CCAO operates the County Risk-Sharing Association (CORSA), a property and liability risk sharing pool.
CEBCO is a member-owned, not-for-profit, self-insured purchasing pool. Like CORSA, CEBCO offers members stable and competitive costs, financial strength, broad coverage, and a vast array of wellness and health management services that are unlike any other risk sharing pool or insurance company option available to Ohio counties. CCAO launched CEBCO in 2004.
History of CEBCO
Like most employers sponsoring employee benefits, many Ohio counties were struggling with unpredictable rate increases in health insurance. In response, in April 2001 a resolution was adopted asking CCAO to research and consider forming a health insurance program. In July, the CCAO Board voted to study the feasibility of building such a program, and created a steering committee to oversee the project. The authority for counties to contract and purchase health insurance coverage and to establish and maintain a self-insurance program or joint self-insurance program was already set under ORC Sections 305.171(E) and 9.833.
The CCAO Board hired AON Consulting to assist with surveying counties and perform a feasibility study. With six counties committed, CEBCO was started effective January 1, 2004. New counties have joined steadily since.
